An Executive Order Banning Fluoridation Drafted in Tennessee

An executive order to effectively ban fluoridation of water supplies in Tennessee has been drafted (see below).

This is a world wide breakthrough!  However, the window to get it signed is closing . Now is the time for people to let TN Governor Phil Bredesen and State Health Commissioner Susan Cooper know that the Governor should sign the attached draft Executive Order halting promotion of water fluoridation in TN. They are waiting to see if people react to this news before they do anything at all. Please REPOST this if you live in Tennessee and if you don't, your emails would also be appreciated. Remember, they now admit that Fluoride is ineffective if you swallow, only if it is applied topically, so there is absolutely no need to put it in our water. If you choose to brush your teeth with it, it is your choice, and at least then you can spit it out, and at least you had the choice.

It is not scientifically valid or ethically right to dose people with varying susceptibilities and health conditions over their entire lifetimes with unregulated quantities of a poisonous substance,  fluoride -- that accumulates in their bodies until one day they wake up with bone, thyroid, kidney, teeth, brain or other damage.

The Governor has a chance to be a hero -- to do the RIGHT thing, standing up against industry pressure, and demonstrate independence of thought and action, and ethical behavior on behalf of those who cannot speak for themselves. He needs to sign this Executive Order NOW, or face a tsunami of citizen complaints, ethics investigations, and legal actions about to inundate him and state government.

AN ORDER TO HALT PROMOTION OF WATER FLUORIDATION BY THE STATE HEALTH DEPARTMENT


WHEREAS it is important to weigh the risks of any given health promotion endeavor against its benefits, and to take action or make changes if necessary when common sense, ethics, or new science makes it wise, prudent, and financially responsible to do so, and

WHEREAS the National Research Council in 2006 reported that American infants and young children are being exposed, on a body weight basis, to 3-4 times the amount of fluoride as are adults, and young children's bodies are especially susceptible to harm from chemical exposures due to their rapidly growing cells and tissues, and

WHEREAS fluoride accumulates over time in the both children's and adults' bodies and may exert harmful effects as a result of the cumulative dose ingested and retained, and

WHEREAS fluoridated water provides an uncontrolled dose of fluoride to Tennesseans, some of whom may drink significantly large quantities due to their occupation, outdoor activity, special diet, health conditions (such as diabetes mellitus and diabetes insipidus), or medications being taken, and

WHEREAS it is not possible for health care professionals, the State, or water districts to measure individual citizens' total daily fluoride dose received from water and all other sources, or to monitor individual health response currently and over time, and

WHEREAS on November 9, 2006, the American Dental Association (ADA) raised concern that parents and caregivers of infants under 1 year of age may wish to use unfluoridated water when mixing infant milk formula for their babies, and

WHEREAS it is neither feasible nor practical, due to the size and growth of the State's population and with limited State funds, to ensure that all Tennessee parents and caregivers effectively and fairly receive, understand, and follow the ADA's November 9, 2006 milk formula recommendation, and

WHEREAS many of these parents and caregivers, especially those with low incomes, will not have funds to purchase non-fluoridated bottled water, or to purchase, maintain, and monitor a home water fluoride removal system, and

WHEREAS despite decades of claims that water fluoridation has been thoroughly researched and proven safe, the 2006 report from the National Research Council describes numerous areas of research that are needed on the safety of ingested fluoride, stating that more research is needed to clarify fluoride's biochemical effects on the brain; that more studies are needed on fluoride concentrations in the brain, thyroid, and kidney following chronic exposure; and that it is unknown what percentage of persons with compromised immune systems have adverse reactions at the level of fluoride currently used in fluoridated water (1 part per million), and

WHEREAS to continue the practice of water fluoridation while acknowledging that such fundamental gaps in knowledge exist concerning fluoride's health effects violates common sense and ethics, and

WHEREAS fluoride is the only substance added to public water for the purpose of treating and preventing a health condition in the body, rather than treating the water itself (such as chlorine being added to kill microorganisms), and many Tennesseans may feel it is not morally or ethically justifiable to dose citizens with this substance in water without first obtaining their written informed consent, and

WHEREAS the original justification for water fluoridation was that fluoride needed to be ingested systemically, but it is now known that the primary cavity prevention action of fluoride is topical -- not systemic -- thus invalidating the original rationale for water fluoridation, and citizens who wish to use fluoride can use topical fluoride products such as toothpaste or rinses rather than through fluoridation dosing all citizens, willing or not, throughout their bodies, over their entire lifetimes, with unmeasured amounts of fluoride, and

WHEREAS the combined weight of all of these considerations constitutes sound reason for action by this governor on behalf of all the citizens of Tennessee

NOW THEREFORE, I, Phil Bredesen, Governor of the State of Tennessee, by virtue of the power and authority vested in me by the Tennessee Constitution and law, do hereby order and direct the following:

1. The Health Commissioner and all employees of the Tennessee State Health Department are to cease all promotion of water fluoridation programs effective immediately upon the signing of this Executive Order.

2. The Health Commissioner is to send a letter to every water district in the State of Tennessee, advising them of this Executive Order and including a copy of this Executive Order, within two weeks after the signing of this document.

IN WITNESS WHEREOF, I have subscribed my signature and caused the Great Seal of the State of Tennessee to be affixed, this ____ day of February, 2007.
