When Texas governor Perry ordered mandatory vaccination of school-age girls against the sexually transmitted human papilloma virus he may have been more concerned with lobby dollars than the health of Texans. The order ran into a barrage of criticism, only to discover that the governor had no spending authority to mandate the purchase of vaccines.
